2. ISSUE 220901:  BUPERSINST 1900.8E Change Transmittal 3

a.  The Purpose of the change:  Revised pages 19, 20, and 21 of enclosure (1) of the
basic instruction.  This change implements the procedures to make administrative
name changes to DD214 Certificate of Release or Discharge from Active Duty when
requests are accommpanied by a valid court order recognizing an individual's 
legal name change per Deputy Chief of Naval Operations (Manpower, Personnel,
Training and Education) Manpower and Reserve Affairs (M&RA) memo of 7 December 2021.

b.  Action :  Remove pages 19,20, and 21 of enclosure (1) of the basic instruction and 
replace with enlosure (1) of ref (a).  

c.  Updated instruction can be downloaded at MyNavy HR website at:
